The blurring can lower FPS a bit but normally I guess it really should be as bad as you described as in the other thread. But if i click for the first time (still, in menus or in game) the game goes on normally and will let me do everything. Also try turning off the extra DoF blurring as well as the DoF start resolution just to see if it causing the FPS problem.
